Der FBI-Agent Sascha Petrosevitch wird als Undercover-Cop in das Hochsicherheitsgefängnis New Alcatraz eingeschleust, in der Hoffnung, dass er von dem zu Tode verurteilten Häftling Lester McKenna noch das Versteck einer 200 Millionenen Dollar Beute herausbekommen kann, bevor die Exekution an ihm vollzogen wird. Doch dann stürmen Terroristen unter der Führung des ehemaligen Beamten Donald Robert Johnson das Gefängnis und nehmen die ganze Insel als Geisel. Auch sie wollen von McKenna die Information über den Verbleib der Beute. Jetzt liegt es an Agent Petrosevitch und seinem Mithäftling Nick Frazier Johnson aufzuhalten. Es beginnt ein bleihaltiges Duell zwischen den beiden aus der Not entstandenen Kollegen und den schwer bewaffneten und zahlenmäßig haushoch überlegenen Terroristen.
